It was not immediately clear what the fate was of a four-year 50 billion euro aid package that Kyiv hopes will also be agreed by EU leaders at the summit this week.
"The sacred Hanukkah lights, lit these days, remind us once again that light always prevails over evil," wrote Ukrainian President Volodymyr Zelensky on X.

The attack began hitting different districts of Kyiv in the early hours of Saturday, with more waves coming as the sun came up.
"This operation was exceptionally complex, and I extend my gratitude to the Egyptian and Israeli authorities, and personally to Rabbi Yonatan Markovich," Ukrainian President Volodymyr Zelensky said.
Zelensky reaffirmed his stance that this was not the time to negotiate with Russia, and he also denied that any Western leaders were pressuring him to do so.
The Ukrainian President will visit Israel next week, as it was reported already in the first week of the war that the Ukrainian President expressed interest in visiting Israel.
Zelensky has condemned the attacks by Hamas on Israel, calling for world solidarity with Israel.
"All of this poses a much greater threat than the world currently perceives," Zelensky said.
In an emotional speech, Zelensky said school children in Kharkiv in east Ukraine were learning remotely or attending classes underground in subway stations because of air raids.
